Summary

Are you an inspiring people leader who thrives on turning health system transformation into meaningful, sustainable change? Providence Health Care is seeking a Manager, Access Services to lead a dynamic team and help shape how patients, providers, and services move through the health care system.

Reporting to the Program Director, Access and Flow and Care Coordination Centre, the Manager of Access Services will bring expertise in change management, health system transformation, and implementation to a role where your leadership can have a direct impact on patient flow and the delivery of care as we roll out GE Command Centre technology and TeleTracking technology and as we move into our New St. Paul's Hospital site. You’ll lead a team through change, build strong partnerships across the organization, and champion improvements to access and flow in a complex hospital environment.

The ideal candidate understands the critical role that access, flow, and centralized portering play in supporting safe, efficient hospital operations. You’ll also bring proven people leadership experience—including coaching and developing direct reports, collaborating across teams, and confidently navigating HR conversations.

What You Bring

Education:

  • Master's Degree in Nursing or Health Administration
  • Seven (7) years' experience in a complex health care environment where expertise in bed utilization and patient care staffing issues has been developed at the management level or an equivalent combination of education, training and experience
  • Eligible for registration with the applicable licensing body

Your Day to Day:

  • Provides operational oversight and management and ensures consistent application and implementation of policies and processes related to patient access, flow and transition practices throughout the organization.
  • Oversees the Complex Discharge processes for the organization ensuring the process is effective. Monitors application of Alternate Level of Care (ALC) designations, systems and protocols.
  • Creates, develops, and supports processes for seamless patient transitions. Monitors tracks and evaluates access and flow performance based on organizational and MOH criteria/indicators.
  • Assesses critical situations and makes decisions on course of action, including authorizing bed openings and utilization and patient care staffing levels. Develops, maintains, and evaluates the human resources plan including role expectations, skill requirements to support effective and efficient service delivery. Recruits staff through methods such as identifying vacancies, processing required internal paperwork, interviewing applicants, and selecting staff directly or in conjunction with designated leaders to maintain approved staff complement.
  • Evaluates the implementation of the Patient Placement Policies/Over Capacity Protocol. Identifies variances and recommends areas for improvement. Researches best practice and applies evidence based approach to the process. Reviews trends, patterns and utilizes indicators to improve performance and processes.
  • Collaborates and negotiates with external health care facilities and agencies in order to locate care for patients who cannot otherwise be treated at Providence health Care by developing an understanding of available services within each facility, determining appropriate contacts and discussing bed availability on a patient by patient basis.
  • Provides input into the budgetary planning process on staff allocation and bed utilization from an organizational perspective. Recommends the allocation of dollars for select patient care areas.
  • Leads the development of short and long term strategic planning for program development to optimize service delivery and operational efficiencies.
  • Communicates regularly with site leadership on access related issues establishing and maintaining effective working relationships. Develops partnerships with clinical managers to ensure patients are placed in the most appropriate bed/clinical service area.
  • Represents the organization in access and flow at regional/provincial tables. Attends regular department meetings and facilitates daily bed management meetings to share experience from the organizational perspective regarding patient placement and bed utilization.
  • Performs other related duties as assigned.
