The salary range for this position is CAD $66.85/Hr. - CAD $96.10/Hr.

We are now hiring a Director of Data Analytics & Governance to lead the evolution of our analytics function—turning complex data into actionable insight that drives better decisions, better systems, and better patient outcomes. This is a rare opportunity to shape enterprise-wide data strategy, lead high-performing teams, and influence how healthcare is delivered across PHC and our regional partners.

This position is currently temporary until 9/30/2027 or the return of the incumbent.

Reporting to the Executive Director, Finance, Data Analytics & Capital Planning, this role is responsible for transforming data into information that is useful for improvement, planning, and decision-making and in achieving outcomes consistent with the overall strategic direction of Providence Health Care (PHC). Directs the Data Analytics Team, ensuring PHC’s data analytics and information strategies are achieved; liaises with the user community, internal PHC teams; and partners with the Vancouver Coastal Health Authority (VCH) and the Provincial Health Services Authority (PHSA) regarding the future direction and approach to sustaining the function within VPP.

Key accountabilities include:

  • maintaining a strong grasp of the overall organizational strategy, active priorities, and emergent issues by providing meaningful content and functioning as a corporate resource and internal point of contact for Data Analytics projects and requests in order to action organizational strategic and operational priorities;
  • leading the completion of business cases, operational reviews, needs assessments and environmental scans to identify organizational and departmental opportunities and risks related to Data Analytics;
  • leading the development and adoption of dashboards, scorecards and reports within the PHC Data Hub environment and tools;
  • ensuring the Data Analytics team develops and maintains the skills required to deliver high quality and relevant decision support including staying current with emerging trends and best practices in data transformation, statistical analysis, and other analytical tools; and
  • staying current with emerging technologies related to data analytics such as data visualization and presentation tools, data cleaning tools, or predictive tools.

What You Bring

Education

  • A Master's degree in Health, Business Administration, Operations Engineering, or other related Master's degree, plus seven (7) to ten (10) years of related health care planning/operations experience including experience leading teams in the development of innovative and advanced analytical solutions that address clinical/business problems across the organization, or an equivalent combination of education, training and experience.

Skills and Abilities

  • Demonstrated strong technical abilities with data transformation processes and technologies.
  • Demonstrated strong technical abilities with analytical and statistical methods and technologies.
  • Skilled in understanding the context and rationale for decision support requests and knowing when to challenge conventional thinking and traditional ways of operating while working to identify and improve the status quo.
  • Advanced skills in analysis, complex problem solving towards effective solutions, planning, project management, change management and group process.
  • Ability to exercise sound judgment, critical thinking and effective decision-making.
  • Demonstrated ability to communicate effectively, both orally and in writing, with all levels of the organization, including advanced report presentation and writing skills.
  • General knowledge of current health care issues and trends including a demonstrated knowledge of appropriate legislation, relevant laws and by-laws, and provincial/national standards applicable to healthcare.
  • Demonstrated relationship, leadership, and team building skills with a track record of building successful teams and applying innovative and effective people skills to maximize team performance.
  • Demonstrated ability to work efficiently and maintain effective working relationships with a service-oriented attitude displaying courtesy, tact and diplomacy under stressful situations.
  • Displays strong mediation and effective facilitation skills to motivate and influence others to embrace change and take action.
  • Demonstrated ability to work effectively, both independently and as part of a team with diverse groups of people in a dynamic environment, inspiring continuous improvement.
  • Strong organizational and planning skills including the demonstrated ability to effectively manage time, responsibilities, and multiple priorities and schedules.

Your day to day:

  • Leads and facilitates the development, implementation and evaluation of a strategic plan and annual plans for the Data Analytics team.
  • Works collaboratively with team peers in performance improvement and with others across the organization (including Finance, IMITS, HIM, and Human Resources) to ensure the alignment of related strategies and to support the achievement of corporate goals. Makes strategic decisions relating to Data Analytics (consistent with the strategic plan and mission, vision and values of PHC) that impact multiple departments and programs within PHC.
  • Leads the development and implementation of Data Analytic solutions, including the definition of deliverables and specific timelines that align with the strategic and operational information needs of the organization, and ensures that the development and ongoing maintenance of the decision support environment is occurring effectively and efficiently.
  • Develops and oversees the implementation of service and quality standards and policies for the Data Analytics function.
  • Develops and supports data governance activities within PHC and represents PHC in cross-organizational tables and forums related to data governance.
  • Ensures that the organization is able to access timely and accurate data to further its Value Based Healthcare initiatives.
  • Implements mechanisms and evaluates organizational, program and team performance indicators to support the systematic measurement and evaluation of organizational performance.
  • Ensures Data Analytics is continuously improving, specifically with respect to adoption of internal best practices, standardization of code, tools and report templates, and using existing technologies to automate and streamline work.
  • Ensures the efforts of the Data Analytics team and the deliverables generated are strongly aligned with the needs within Providence Health Care, by establishing and maintaining processes for user-feedback on an on-going basis.
  • Provides direction and guidance to the Data Analytics team to troubleshoot and resolve issues or concerns with initiatives across the organization. Identifies and ensures the expedited resolution to problems or barriers to enable successful project completion.
  • Establishes an evaluation framework to provide management with feedback as to the growth and the possibilities of the data analytics function. Identifies opportunities to improve and to promote learning, establish priorities, set targets and engage in improvement initiatives to achieve results.
  • Identifies, initiates, and facilitates opportunities to partner with health organizations, regional entities, community agencies and private partners to improve data analytics and decision support.
  • Works in partnership with the Directors within the Health Informatics Team on integrating initiatives through a shared vision and plan to provide high quality data analytics for decision support.
  • Ensures the Data Analytics team is appropriately resourced to deliver advanced and scalable data analytic services that drive data-driven recommendations and outcomes while continuously striving for high performance and rapid delivery.
  • Responsible for developing, recommending and monitoring performance of the Data Analytics budget and for developing business cases to support new and additional funding as required.
  • Responsible for developing proficiency and capabilities in data analytics, data storytelling and data visualization within the Data Analytics team by providing overall direction and supervision to the team through coaching, mentoring, skill and leadership development, and team building. Manages assigned staff including recruitment, supervision, work assignment, performance management, professional development, and all aspects of discipline including termination.
  • Manages contractual relationships with external consultants.
  • Provides written and oral reports to the Ministry of Health Services, the Board, the Senior Leadership Team, and Vancouver Coastal Health Authority, as required.
  • Performs other related duties as required.
