The Lower Mainland Biomedical Engineering (LMBME) consolidated group under Providence Health Care is currently accepting applications for the Regional Leader, Clinical Engineering. This role provides strategic leadership for LMBME by overseeing clinical engineering services across the department, supporting sites within FHA, VCH, PHC, and PHSA, while also performing advanced clinical engineering work. 

 

Reporting to the Regional Engineering Director, Lower Mainland Biomedical Engineering (LMBME), the Regional Leader, Clinical Engineering provides:

  • Strategic leadership for LMBME by overseeing and directing a regional team of the Senior Clinical Engineer and/or Clinical Engineers and providing professional practice oversight and guidance to the Senior Clinical Engineer and Clinical Engineers while working with operation leads in LMBME
  • The Regional Leader serves as LMBME’s primary Responsible Registrant under Engineer’s and Geoscientists BC Permit to Practice.
  • Carries out clinical engineering work with an advanced level of expertise including equipment planning, risk assessment, incident investigations, project implementation, and providing technical consultation.
  • Responsible for activities which include planning, strategy, standardization, implementation and delivery of safe, economical and efficient biomedical engineering (BME) services for the Health Organizations (PHC, PHSA, VCH, FH) to support excellence in patient/client/resident care.
  • Oversees major projects, budget planning, strategic planning, resource planning and utilization, capital acquisition planning, standards and regulatory requirements, risk management, incident investigation, patient safety and quality improvement initiatives.
  • Ensures that the leadership and management of the human, financial and material resources for the portfolio supports the priorities, strategic plans, organizational initiatives, goals, policies and vision of the integrated LMBME team. 

 

What You Bring

Education, Training and Experience:
Master’s Degree in Biomedical Engineering or equivalent plus seven (7) to ten (10) years’ recent, related experience in clinical engineering, including experience in a leadership/management role, or an equivalent combination of education, training and experience.

Registration as a Professional Engineer with Engineering and Geoscientists BC. Certification by the ACCE Healthcare Technology Certification Commission.

Skills and Abilities:
Comprehensive knowledge and skill in applying principles of engineering required.
Demonstrated project management skills and financial acumen.
Ability to communicate and express complex medical technology concepts effectively, both verbally and in writing, with all levels of the organization, including report writing and presentation skills.
Ability to research, report and teach technical information and skills.
Demonstrated knowledge of, and ability to develop, quality improvement programs and understanding of user needs to develop solutions, achieve targets and ensure user needs are met.
Demonstrated supervisory, leadership, coaching, and mentoring skills to ensure a working environment that supports safe, effective, service delivery.
Demonstrated problem-solving, sound judgement and effective decision-making abilities to analyse and address complex and diverse issues, which could have a significant impact on patient/client care.
Strong interpersonal and dispute-resolution skills to effectively deal with a variety of partners both internal and external to the organization.
Ability to work effectively, both independently and as part of a team.
General knowledge of current health care issues and trends.
Ability to critically assess policy and procedures and effect change.

Your Day to Day:

  • Provides leadership to Senior Clinical Engineer/Clinical Engineers by directing activities, including setting and communicating priorities, coordinating and reporting on group activities. Investigates and resolves operational issues involving service level concerns or staff performance issues. Selects, supervises, evaluates, disciplines staff up to and including termination. Approves vacation, overtime and leaves of absence in accordance with departmental policies and procedures. In collaboration with Human Resources, manages the handling and resolution of employment disputes, if required, and represents the employer in third party proceedings.
  • Provides professional practice oversight and mentorship to the Senior Clinical Engineer and Clinical Engineers and leads practice development for Clinical Engineers while working within operational portfolios. Promotes consistent standards of engineering practice across LMBME. Collaborates with Operations Management to coordinate assignment of engineering work to Clinical Engineers.
  • Carries out clinical engineering work with an advanced level of expertise including equipment planning, risk assessment, incident investigations, project implementation, and providing technical consultation.
  • Works with the Regional Engineering and Executive Director, LM Biomedical Engineering and LMBME leadership team on strategic planning and provides technical consultation to clinical services at the Health Organizations as it relates to medical technology.
  • Leads the development and implementation of capital planning processes for LMBME including the implementation of processes for technology assessment, value analysis and equipment planning. Provides direction and coordination, in the assessment of needs and priorities, the development of specifications, and the evaluation, selection and implementation and installation of technologies. Provides direction and technical consultation to the integrated Biomedical Engineering team related to the planning and cost-effective selection of medical devices and products, capital equipment acquisition, systems and services. Also actively participates in the ongoing and annual medical technology planning for the department. Liaises with vendors and manufacturers.
  • Oversees risk management safety investigation activities for LMBME by monitoring innovative programs for the management of complex medical technology, establishing and reviewing risk management protocols such as incident investigations, hazard and recall monitoring and ensuring that appropriate actions are implemented.
  • Oversees the process for formal risk assessments, including medical device modifications, introduction of non-standard equipment, deviations from manufacturer maintenance recommendations, and other situations where a structured evaluation of potential patient, user, or organizational risk is required.
  • Oversees, LMBME’s regional incident investigation process involving medical technology equipment and devices, identifying potential safety issues. Disassembles failed equipment when required, identifies problem, determines whether problem can be solved, takes preventative measures to prevent future failure and alerts users to potential problems as required.
  • Oversees LMBME’s regional hazard reports and safety alerts process.
  • Oversees LMBME’s process for assessing medical devices used in research projects.
