PHC Ventures is seeking a Cloud Data and Application Solution Specialist to help power the next generation of digital health innovation — with profits reinvested back into public care.

As the for-profit innovation arm of Providence Health Care (PHC), PHC Ventures (PHCV) partners with industry, startups, and health system leaders to design, build, and commercialize digital solutions that improve patient care across British Columbia and beyond. From advancing initiatives like the Intelligent Network for Point-of-Care Ultrasound (IN PoCUS) to supporting scalable analytics platforms, this role sits at the intersection of cloud engineering, healthcare data, and real-world impact.

Reporting to the Director of Software Engineering at Elevare Health, PHC Ventures, the Cloud Data and Application Solution Specialist is responsible for the design, development, and maintenance of cloud-based data platforms and applications that support PHC’s operational, clinical, and analytics needs. This role spans data engineering, relational data design, and full-stack cloud application development, with a strong emphasis on efficient data movement, cost-optimized pipelines, and scalable architectures.

As a member of the Elevare Health team within Providence Health Care Ventures, the Specialist designs and delivers relational data models, data pipelines, APIs, and web-based applications that enable analytics, reporting, and decision-support solutions. The role supports PHC’s Elevare Hub and the shared PHC/VCH regional Analytics platforms, primarily using Azure and AWS.

The Cloud Data and Application Solution Specialist works closely with clinical, operational, analytics, and engineering stakeholders to gather requirements, design cloud-native and data-centric solutions, and ensure reliable, secure, and cost-effective data access for downstream applications and analytics. The Specialist remains current with industry trends in relational and dimensional data modeling, cloud-native development, data engineering, optimization techniques, and advanced analytics, and collaborates with provincial and national partners as required.

What you will be doing

  • Design and deliver scalable cloud data platforms: Architect and build relational data models, data pipelines, and cloud-native solutions across Azure and AWS that support operational, clinical, and analytics use cases. You’ll focus on performance, reliability, and cost-optimized data movement to enable decision-support and reporting at scale.
  • Develop data-driven applications and APIs: Build and maintain backend services, APIs, and web-based applications that provide secure, efficient access to curated healthcare datasets and analytics outputs. You’ll work across the full stack to ensure seamless integration between data infrastructure and end-user tools.
  • Optimize data integration and engineering workflows: Design and enhance ETL/ELT processes using SQL, Databricks, Spark-based tools, and cloud-native technologies. You’ll modernize and automate data ingestion, transformation, and deployment processes while ensuring high standards of data integrity, testing, and performance tuning.
  • Collaborate to modernize healthcare analytics infrastructure: Partner with clinical, operational, analytics, and health informatics teams to migrate and evolve shared PHC/VCH regional analytics platforms. You’ll ensure solutions are secure, compliant with healthcare data governance standards, and aligned with long-term innovation goals.

What You Bring

Education, Training and Experience

  • A level of education, training, and experience equivalent to a Master’s Degree in Computer Science, Software Engineering, Data Engineering, Data Science, or a related technical discipline is required, plus three (3) or more years of progressively responsible experience working as a Data Engineer, Cloud Engineer, Software Developer, Business Intelligence Engineer, or Full-Stack Developer.
  • Experience working in AWS and/or Azure cloud environments is required.
  • Experience developing applications and services that interact with relational databases, data warehouses, and analytics platforms is required.
  • Experience with Databricks, Spark-based processing, or Azure Data Factory is an asset.
  • Experience in healthcare data or healthcare analytics environments is an asset.
  • Cloud certifications related to AWS or Azure are preferred.

Skills and Abilities

  • Demonstrated expertise in relational data modeling, data design, and schema optimization, including normalized and dimensional models (e.g., star and snowflake schemas).
  • Strong proficiency in SQL, including query optimization, performance tuning, and cost-aware query design.
  • Demonstrated ability to design, build, and optimize data pipelines and data movement workflows, with attention to cloud cost efficiency, scalability, and reliability.
  • Experience with Databricks, Spark, or similar distributed data processing frameworks.
  • Strong programming skills in Python and JavaScript; experience with additional languages is an asset.
  • Experience developing frontend and backend cloud applications, including APIs and data-driven web interfaces.
  • Hands-on experience with AWS services (e.g., compute, storage, networking, IAM) and Azure services for data and application development.
  • Proficiency working with both relational (SQL) and non-relational (NoSQL) databases.
  • Knowledge of ETL/ELT patterns, orchestration tools, and data integration frameworks, including Azure Data Factory or equivalent.
  • Understanding of data privacy, security, and governance, including encryption, anonymization, access controls, and compliance requirements in healthcare environments.
  • Familiarity with CI/CD pipelines, DevOps practices, and infrastructure-as-code approaches.
  • Excellent oral and written communication skills, with the ability to translate technical and data concepts to non-technical audiences.
  • Demonstrated ability to work collaboratively in interdisciplinary teams and contribute to shared standards and best practices.
  • Strong analytical, critical thinking, and problem-solving skills applied to complex operational and clinical challenges.

Your Day to Day:

  • Designs, develops, and supports cloud-based data pipelines, relational databases, data warehouses, and application services to address operational and clinical needs.
  • Develops and maintains relational and dimensional data models that support analytics, reporting, and application use cases.
  • Designs and optimizes data movement and integration workflows, ensuring performance, reliability, and cost-effective use of cloud resources.
  • Builds and supports backend services, APIs, and data-access layers used by analytics tools and web-based applications.
  • Develops data-driven applications and user interfaces that enable access to curated datasets and analytics outputs.
  • Assists in building and evolving the infrastructure required for data ingestion, transformation, and delivery using SQL, Databricks, and cloud-native technologies.
  • Identifies, designs, and implements process and platform improvements, including automation, monitoring, development standards, and cost optimization strategies.
  • Cleans, integrates, and curates large volumes of structured and unstructured data from disparate sources for analytics and machine learning use cases.
  • Applies best practices in data integrity, testing, validation, documentation, and performance tuning across data and application layers.
  • Works with stakeholder teams to migrate, modernize, and deploy Data & Analytics platforms and applications across AWS and Azure environments.
  • Collaborates with Health Informatics teams to deliver innovative, secure, and scalable solutions addressing pressing healthcare challenges.
  • Ensures compliance with PHC data management, security, and governance policies and standards.
  • Performs other related duties as required.
