Summary
Reporting to the Corporate Director, Accounting Services or Manager, Accounting Services (or designate), the Senior Financial Analyst participates in the strategic decision-making process of PHC by providing analysis, advice and recommendations on operational reporting for PHC, and supervises staff. In addition to coordinating the various aspects of the financial statements for PHC, the position develops annual business plans and budgets, and performs duties such as reporting, analysis, reconciliations, and process improvements, as required. Provides financial leadership and operates at a strategic level monitoring, analyzing, assessing, interpreting, highlighting, identifying trends, and reporting on the financial and workload performance levels of PHC programs and departments with respect to resource utilization, expenditure patterns, statistical and critical indicator data/information and the meeting of budgetary targets. The position works with, provides advice to, and recommends corrective action to program leaders where appropriate. The Senior Financial Analyst contributes financial expertise to the design, development and implementation of changes in programs, departments and other services. Responsibilities include submissions to funding agencies, contract negotiation, responding to stakeholder requests (Departments, Government, and other), and assistance with program restructuring, mergers, reorganization, and other change management initiatives in support of the PHC's vision, mission and strategic plans.
This position is a key member of the Finance Team, operating within a complex multi-site environment.
Education
A recognized professional accounting designation such as a CPA (CA, CGA or CMA), plus seven (7) years' experience in financial planning, analysis, and system implementation.

Your Day-to-Day:
1. Working in collaboration with the Corporate Director, Accounting Services or Manager, Accounting Services (or designate), and PHC senior and line staff, identifies strategic opportunities for increased operational and financial resource utilization including:
a) performing financial and statistical analysis of the financial status of departments/programs within PHC by reviewing workload and financial results in comparison with the budget, profitability, efficiency and productivity;
b) reviewing problem areas with department/program manager and keeping Corporate Director, Accounting Services or Manager, Accounting Services (or designate) informed, contributing financial expertise to service delivery modeling, funding applications, operational reviews, and business process improvement reviews, and identifying resources required;
c) researching and identifying alternatives, and providing recommendations, developing standard financial analysis processes and/or forecasts incorporating appropriate funding or costing methodology; and
d) participating in the negotiation of inter-health authority, vendor and/or third party partnership contracts and agreements, and coordinating the financial aspects of implementation and monitors the outcome on the service(s) within PHC.
2. Working in collaboration with the Corporate Director, Accounting Services or Manager, Accounting Services (or designate), and senior and line staff, develops annual and multi-year operating budgets for PHC programs and departments for inclusion in the annual service plan and budget management plan. Ensures that the financial impacts of operational decisions are appropriately reflected in the budgets.
3. Reviews interim and year end financial statements, analyzing deviations from plan and investigating causes. Prepares written variance analysis highlighting resource utilization, expenditure patterns, statistical and critical indicator data/ information. The position is accountable for coordinating and ensuring the financial statements are materially correct and fairly present the program's and/or department's operations in accordance with Generally Accepted Accounting Principles.
4. In the event there are material changes in funding and/or expenditures during the fiscal year, re-forecasts the annual budget for programs and/or departments and works in collaboration with staff to identify and implement corrective action.
5. Identifies and assists with the prioritization of capital requests for assigned programs and/or departments.
6. Assists the Corporate Director, Accounting Services or Manager, Accounting Services (or designate) in setting short and long term financial objectives, and in developing and implementing improvements to the department's work processes.
7. Identifies and/or develops “best practices”, communicating same to the other members of the team. Regularly communicates changes in business operations to appropriate staff and program areas.
8. Represents the Finance Department on internal and/or external committees.
9. Assists with the development and maintenance of data collection for information required by the Business Planning department.
10. Provides training to non-financial staff to develop skills in areas such as developing operating and capital budgets; monitoring and interpreting financial and utilization information; funding and costing methodologies, analyzing deviations from plan and investigating causes and the competent utilization of computer technology and tools.
11. Supervises staff, trains, provides support, consultation, evaluation, and guidance. Establishes clear definition of responsibilities, reviews assignments and prioritizes workload of staff as necessary to ensure levels meet operational requirements. Ensures the Finance Coordinators and other relevant staff have a thorough understanding of the operating and financial issues of the programs under their portfolios. Cross-trains staff to develop operational capacity. Participates in the development of succession planning with the Corporate Director, Accounting Services or Manager, Accounting Services (or designate).
12. Makes recommendations to the Corporate Director, Accounting Services or Manager, Accounting Services (or designate) regarding disciplinary action (as necessary) and implements (as directed). Participates in the management of grievances and labour relations matters in conjunction with Human Resources.
13. Undertakes special projects as required.
14. Performs other related duties as required.
