Lead Strategic Information Access & Records Management Across BC’s Health Authorities

Are you a visionary leader with a deep understanding of health information governance and a passion for driving excellence in records management? Join our dynamic team as the Regional Manager, HIM Information Access & Records Management Standards, and play a pivotal role in shaping policy, ensuring compliance, and enhancing service delivery across British Columbia’s leading health organizations (including FH, VCH, PHC, and PHSA).

What You Will Do:

As the Regional Manager, you will lead the development and implementation of policies and standards for Health Information Management (HIM) Information Access and Records Management across multiple health authorities. You will oversee operations within a designated area, ensuring alignment with legal, regulatory, and professional standards. Working closely with legal, risk, and privacy teams, you will ensure compliance while managing human, financial, and material resources to support effective service delivery. Your role includes mentoring staff, fostering a culture of innovation and accountability, and representing HIM on various committees. You will also build strong partnerships across departments to align records management services with organizational needs.

Education & Experience:

  • Bachelor's degree in Health Information Management, Information Access and Privacy or Health Informatics.
  • Seven (7) years of recent, related experience in a large multi-site organization, including a minimum of five (5) years of experience in a leadership or management role including facilitating and managing consultation processes with a wide range of partner groups or an equivalent combination of education, training and experience.
  • Eligible for registration at the Certificate level with the Canadian College of Health Information Management (CCHIM) preferred.

Skills And Abilities:

  • Deep knowledge of records management practices, release of information, and relevant legislation (e.g., FIPPA).
  • Proven ability to lead teams, manage resources, drive change, and implement complex projects effectively.
  • Strong critical thinking, decision-making, and problem-solving skills, especially in complex or evolving situations.
  • Excellent verbal and written communication, facilitation, and the ability to influence and collaborate across all levels.
  • Familiarity with electronic health systems, budgeting, prioritization, and the use of related software tools.

Health Information Management (HIM) is a leader in the collection, storage, and distribution of patient information within British Columbia. Our dedicated team of professionals are some of the first points of contact at Health Organizations sites. As a consolidated Lower Mainland department of Providence Health Care, HIM has staff at about 40 geographically dispersed locations across Fraser Health, Providence Health Care, Provincial Health Services Authority and Vancouver Coastal Health.Approximately 1,450 staff working the following Service Areas: Registration, Records Management, Transcription Services, Health Information Exchange, and Coding.​ Additional Corporate Services include: Strategic Planning, Projects & Business Optimization, Culture & Communications. Your Day to Day:

  • Policy Development & Oversight: Lead the creation, implementation, and evaluation of policies and standards for information access and records management across multiple health authorities.

  • Compliance & Quality Assurance: Ensure adherence to legal and organizational standards through audits, controls, and continuous improvement of procedures.

  • Operational Leadership: Oversee daily operations of records management and release of information services within a designated portfolio.

  • Project & Change Management: Plan, lead, and manage implementation projects, ensuring alignment with strategic goals and timely delivery.

  • Staff Supervision & Development: Recruit, train, evaluate, and support staff performance while fostering a collaborative and high-performing team environment.

  • Budget & Resource Management: Participate in budget planning and monitor expenditures to ensure efficient use of resources.

  • Partner Engagement: Collaborate with internal and external partners, including legal, privacy, and clinical teams, to align services and support organizational needs.

  • Strategic Planning: Contribute to short- and long-term planning for HIM services, aligning departmental goals with broader organizational objectives.

  • Data Integrity & Security: Maintain the quality, security, and accessibility of clinical information in both electronic and paper formats.

  • Committee Participation & Representation: Represent HIM on various committees and working groups, contributing expertise and advocating for best practices.
