The salary range for this position is CAD $59.56/Hr. - CAD $85.62/Hr.

Summary

The Clinical Support and Research Centre (CSRC) is Providence Health Care’s second phase of development adjacent to the new St. Paul’s Hospital. We are looking for a Senior Manager to lead the planning and implementation of an interim space accommodation strategy at the existing St. Paul’s Hospital on Burrard for groups and services that will be moving into the CSRC. This will be a continuing role who will then lead the transition and move planning from the old site to the new CSRC.

What You'll Do:

  • Assessing and understanding all functional requirements in providing temporary space for the various services and programs who will be moving to the CSRC
  • Synthesizing needs with regards to available space at the old St. Paul’s Hospital, and creating recommendations for temporary space utilization including matching groups with vacated space and providing an overall strategy with efficiency, budget, and safety as key priorities
  • Delivering minor capital projects required for readiness of temporary accommodations at the site and contribute to operational planning for groups covered under the Gap Accommodation aspect of the CSRC Project
  • Establishing a governance structure and provide management and communication of budget, schedule, and risks
  • Providing leadership, contract management, multidisciplinary team coordination, and oversight of consultant teams
  • Ensuring the delivery of services to meet the goals, objectives, and strategic directions of the CSRC Project and Providence Health Care
  • Participating in a variety of committees as required and establishes positive working relationships with parties with vested interest and project team members

What You Bring:

A level of education, training, and experience equivalent to a Master’s Degree in a relevant healthcare management or capital project related discipline, supplemented by formal training in project management plus seven (7) to ten (10) years’ experience in all phases of project planning, inclusive of supervisory experience, in a large complex organization such as health care; or an equivalent combination of education, training and experience.  In addition to these requirements the following would be considered assets and differentiators in selecting the most suitable candidate for the role:

  • Demonstrate a strong understanding of facilities maintenance and operations for large multidisciplinary sites; ideally with clinical service delivery and operational understanding or clinical planning experience
  • Experience with building infrastructure systems design and procurement, program and project management, stakeholder engagement and team leadership skills
  • Experience with health authority facilities or other governmental agencies
  • Transition management or move-planning experience with an understanding of the interdependencies and complexities of organizational relocations
  • Have strong communication skills with the ability to clearly convey and negotiate complex ideas or contractual interpretations
  • Experience with interpreting construction drawings and understanding how those drawings relate to what is being built on site
  • Project Management Professional (PMP) preferred

What You Bring

Education & Experience:

  • A Master's degree in Allied Health Science, Health Administration or Business Administration from an approved educational institution, or a recognized equivalent
  • Seven (7) years' recent, related clinical planning experience including responsibility for large project and/or program management leadership of complex strategic and operational multi-site projects and consultation processes working with a wide range of stakeholder groups (including the public, senior and middle management, physicians and staff). Project Management Professional certification or education preferred

  • Comprehensive knowledge of health care and relevant government procedures, standards and requirements
  • Advanced project management skills including demonstrated effectiveness in planning and coordinating major projects from conceptual design through to transition and move completion

Your Day to Day:

  • Supports the designated supervisor and acts as a key member of the Project Team, contributing to the effective management of the Project by overseeing the effective delivery of approved capital projects consistent with the Project's and PHC's strategic master plans.
  • Leads business plan development, planning, transition and commissioning initiatives from development through to implementation.
  • Develops facility clinical and operational designs and specifications incorporating appropriate layouts and space allocation requirements. Provides capital project leadership within a dynamic health care environment on all facility designs, developments, and construction issues. Negotiates technical contract provisions and establishes requirements and timely approvals for related projects and ensures development, building and other related permits / approvals are obtained and in place.
  • Updates knowledge of current and emerging hospital design and innovations through evidence-based design concepts. Assesses and responds to the impact of new design, technology and equipment and identifies opportunities to improve non-clinical services and processes.
  • Develops a comprehensive resource plan, including demand and capacity reports for project activities. Diligently schedules, negotiates, and sets priorities within constrained resources.
  • Facilitates consensus with stakeholders and Project leadership and develops detailed project charters, plans, objectives, timelines and deliverables for designated projects that meet quality expectations and the needs of the CSRC's (and the SPH Redevelopment Project's) overall strategic direction.
  • Establishes team complement and team member roles and responsibilities, identifies skills required, communicates quality expectations and discusses timelines that must be met for the project(s). Develops and communicates the related work plan(s), goals and objectives, and coordinates and manages the system design streams of work from sub-projects/task groups as part of the overall integrated work plan. Manages consultant teams to ensure effective performance of duties and an effective team environment
  • Executes project plan and ensures robust program management of the designated project work streams and related timelines, budget and timely progress based on best practices. Supports the desigated supervisor to enhance the visibility of executive decision-making and direction.
  • Works in collaboration with stakeholders and the Project leadership team to develop a process of evaluation for project outcomes, appropriate data collection and analysis. Regularly tracks, monitors, and evaluates project/team performance and progress at all stages of planning and implementation to ensure high quality standards are consistently achieved in an effective and timely manner.
  • Develops risk mitigation strategies, ensures evaluation processes and risk mitigation strategies are in place, and makes recommendations regarding project scope changes. Identifies, analyzes, problem-solves, addresses, and monitors risks and roadblocks early and throughout the life cycle of the project elements. Ensures timely and appropriate escalation of problems and identified risks.
  • Prepares business case and issue analyses, impact assessments and risk evaluations by gathering facts, analyzing business issues, drawing conclusions and making recommendations.
  • Applies clinical and technical expertise to advise and assist management to achieve its vision and strategic direction through the development of Programming and Capital Submission Requirements to the Government.
  • Develops, plans, implements, manages, and adjusts budgets for the area of responsibility including budget preparation, authorization control and reporting of expenditures. Completes variance analyses of the allocated budgets. Maintains accountability and authority over assigned project budgets from design through to construction and commissioning. Reports significant problems and makes recommendations for budgetary adjustments.
  • Liaises with key internal and external stakeholders, including User Groups, to provide planning, design, construction updates, explain project parameters, or obtain feedback and input.
  • Engages, directs and works with consultants and design consultants to ensure that PHC's design requirements are achieved and are consistent with the planning and implementation process.
  • Updates knowledge of current and emerging hospital design and innovations through evidence-based design concepts. Assesses and responds to the impact of new design, technology and equipment and identifies opportunities to improve non-clinical services and processes.

  • Prepares reports for the designated supervisor, project governance teams, and related groups, and provides timely updates on deliverable status and execution of major activities, issues, and risks.
  • Leads and participates on a variety of committees as required and establishes positive working relationships in order to ensure successful outcomes and cooperation from others on the project(s).
