As the Manager, Data Analysis and Reporting, you will play a pivotal role in advancing Foundry's data strategy. This includes overseeing analytical processes, developing data governance strategies, leading high-impact projects, and supporting the evolution and use of our data holdings.
Key Responsibilities:
Education, Training and Experience
Master’s Degree in Epidemiology, Health Information Science, Public Health, Measurement, Statistics, Biostatistics or related degree plus a minimum of five (5) years’ recent experience including direct leadership of projects.
Previous health care experience is an asset.
A minimum of five (5) years’ experience working collaboratively in a large, complex organization with direct experience developing and implementing a data governance roadmap and program.
Extensive experience leading projects that include data quality, data linkage and working with complex databases.
Experience working in a collaborative environment that includes working with researchers and/or evaluators.
Experience working with large, complex databases.
Excellent R studio and SAS programming skills including SQL and macro writing.
Skills and Abilities
Demonstrated knowledge of health research methodology, principles and procedures.
Knowledge of provincial and national privacy and data sharing legislation.
Demonstrated ability to lead system initiatives, including project planning and management methodologies.
Demonstrated ability to work collaboratively and facilitate multi-stakeholder or multi-partner initiatives.
Knowledge of the delivery of care in a health care system, government processes and health authority structures and responsibilities.
Demonstrated knowledge of principles of justice, equity, diversity and inclusion within a data context (e.g., knowledge of OCAP, EGAP).
Demonstrated ability to lead teams and to promote teamwork, work collaboratively and build consensus with diverse groups, and provide leadership, guidance and direction to staff.

Provides leadership in the refinement and implementation of Foundry’s Data Governance Strategy. This includes leading the development, implementation and auditing of standards, protocols, and procedures to ensure data quality, safety, and accountability. Ensures the application of frameworks for the use of Indigenous knowledge and data (including OCAP), as well as Justice, Equity, Diversity & Inclusion principles in the strategy.
Provides leadership in meeting the data-related needs of the Foundry Network including: supporting the data team to respond to data-related requests and queries from across the Foundry Network including (but not limited to) data access requests, consent procedures, data storage, data management, appropriate uses, ethics approvals, and research projects.
Leads the development and implementation of a data linkage initiatives to link Foundry data with provincial databases. Works with internal staff and external agencies (including government) to identify strategic opportunities for data linkage to support research and evaluation priorities at Foundry.
Leads the development of data infrastructure to help transform data access and management and supports data mobilization and use through use of business intelligence tools and data storytelling. Supports the data team to build capacity in data literacy and usage and takes and engagement-focused approach to data mobilization.
Oversees protocols governing Foundry data privacy and access, including Information Sharing Agreements. Works with PHC Privacy to ensures Foundry’s legal obligations and best practices in consent, privacy, and confidentiality are followed.
Provides leadership to analysts working with data and assists with end-to-end data management governance and logistics. Prioritizes work assignments among team members and reallocates workload to meet operational demands. Monitors operational capacity of team members and makes adjustments when necessary.
Leads the development of a high-quality Foundry “core dataset” that will support research, evaluation and data initiatives and enable national collaborations.
Works to develop and implement systems for identifying and rectifying data quality issues in collaboration with the services team and research, evaluation and data leadership.
Develops the infrastructure for effective and efficient use of Foundry’s data for research and evaluation purposes, use by the broader Foundry team and Foundry network. Implements approaches for effective uptake and use of evidence within Foundry Central Office, the Foundry’s network and provincial government agencies.
Coordinates and facilitates opportunities for training and data literacy across the Foundry network to increase use of data to improve outcomes and experiences of young people and families and support Foundry’s learning health system.
Works with the research, evaluation and data leadership team to develop and mobilize pan-Canadian partnerships related to data. Engages with partners to identify projects, grants, knowledge translation and knowledge mobilization opportunities.
Supports applications for strategic funding opportunities to support data infrastructure at Foundry (e.g., federal funders, provincial funders, government contracts, and other funding opportunities surfaced by the philanthropy team)
In collaboration with leads and directors, informs the development of a budget and activity plan for the data program that meets team goals and objectives.
Provides leadership and direction to the data team, coaches and mentors staff; encourages staff development; monitors and evaluates staff to ensure effective performance of duties.
