The salary range for this position is CAD $38.12/Hr. - CAD $54.80/Hr.

The BC Centre on Substance Use (BCCSU) is seeking a Financial Analyst to support our mission of advancing substance use care through cutting-edge research and policy initiatives. Position Overview: Reporting to the Senior Financial Analyst, the Financial Analyst will play a crucial role in preparing and coordinating financial reports for the Ministry of Health (MoH), principal investigators (PIs), and various programs. You’ll assist with quarterly financial reporting and ensure internal reports are accurate and timely. In addition, you may provide support to team members on routine accounting tasks as needed.

 

Key Responsibilities:

  • Assist the Senior Financial Analyst in preparing quarterly financial reports for the Ministry of Health (MoH).
  • Provide internal financial reports to principal investigators (PIs) and programs as required.
  • Analyze and interpret financial data to support decision-making and ensure compliance with reporting requirements.
  • Support routine accounting tasks for the team as needed, contributing to the overall financial health of the organization.

What You Bring

Education:

  • Bachelor's degree in Accounting/Finance
  • Professional Accounting Designation such as CPA (CA, CGA, or CMA) or equivalent
  • Four (4) years' recent related experience in a large, multidisciplinary environment involved with complex computerized systems

Skills and Abilities:

  • Comprehensive knowledge of CICA handbook, Generally Accepted Accounting Principles (GAAP), and MIS Guidelines
  • Comprehensive process management and analytical skills
  • Working knowledge of computerized financial systems and procedures
  • Proficiency in software programs such as Microsoft Office Suite (Word, Excel, and Access), and PeopleSoft
  • Effective verbal and written communication skills at all organizational levels
  • Ability to organize and prioritize workload to meet deadlines and work under pressure with minimal supervision
  • Demonstrated collaborative problem-solving and creative solution abilities
  • Ability to develop and maintain effective working relationships with internal and external stakeholders
  • Physical ability to perform the duties of the job

Your Day to Day 

  • Coordinates the financial and statistical reporting for PHC, preparing various financial, statistical, and government reports on a periodic or as-needed basis.
  • Coordinates the transfer of financial and statistical data files, both manual and from feeder systems, to the General Ledger, ensuring the accuracy and integrity of the data.
  • Performs period-end analysis and review of financial information such as revenue and expense analysis, monitoring deadlines, prioritizing tasks, and diagnosing problems.
  • Coordinates the period-end process with general accounting staff and finance staff to ensure operational efficiency and effectiveness in the timely and accurate recording of financial and statistical data.
  • Manages data integrity by analyzing complex financial data and other data, identifying errors, and taking corrective action(s). Ensures that proper audit trails are maintained at all times for files and data.
  • Performs system maintenance of the PeopleSoft Financial System by updating account and roll-up trees as required.
  • Performs and reviews complex account reconciliations on a periodic basis, identifying and accounting for discrepancies, and taking corrective actions.
  • Reviews period-end processes and other internal accounting procedures, making recommendations to improve and streamline procedures and processes as required.
  • Prepares the year-end audit working papers and drafts audited financial statements with complete schedules and notes.
  • Provides work direction to designated staff and coordinates their work activities, as required.
  • Assists financial report users by responding to inquiries and providing user training as needed.
  • Participates in various working group meetings for the purpose of developing goals, policies, controls, procedures, and problem-solving.
  • Performs other related duties as required.
